Passport Services

Applicants who wish to avail the following services from the Embassy of India, Tel Aviv may submit their applications at the Embassy counter directly on any working day (Monday to Friday except designated holidays) between 0900 to 1200 hrs with prior appointment. The timing for collection of documents is 1600 to 1700 hrs (Monday to Thursday – except on designated holidays).

General information / instructions

All applicants must submit the application in person for identification. There is no provision for exemption from this requirement.

Applicants should not use old passport to travel, as their old passport shall be cancelled in the system once their application is submitted at the Embassy for renewal / reissue of passport.

Delivery of processed documents is to be done preferably to the applicant or to the person authorized by the applicant on presentation of (i) authorization letter (Sample Form-Authority) (ii) official receipt given to applicant at the time of submission of application (iii) Indian PP / Israeli ID of the authorized person.

Only those individuals who have valid Israeli ID / valid Israeli visa can submit their application for these services. 

In case of casual visitors, only Emergency Certificate or Short Validity Passport is issued depending upon merits of the case.

An ordinary passport is valid for ten years from the date of issue.  

Minors up to age of 15 are issued passport with 5-year validity. Minors aged between 15 to 18 years can opt either for 5 years or 10 years validity passport.

Passport Issuing Authority can issue passports for a shorter duration under certain conditions.  

The Passport service requests should be submitted in the prescribed forms along with supporting documents and requisite fees.  Submission of any other form will not be entertained.

Applicants should ensure that application in the prescribed format is complete in all respects; all columns are correctly and legibly filled and no column is left blank or unfilled / un-responded or vaguely filled with a dash, tick, etc.

All signatures in the application should be with ballpoint pen of black or blue ink.  Those who cannot affix their signatures like infants, minors or illiterate should put their thumb impression in the place of signature.

Signature of the applicant should exactly fit in the prescribed column / box meant for the purpose.

Photographs should be in color and against white background, and should be of 2 inch X 2 inch size.  The photograph should have a frontal view, with both ears and chin to forehead being visible. Eyes should be open. There should not be any distracting shadows on the face or on the background. Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown. The expression on the face should look natural. 

It is an offence under the Passports Act 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering.

The Passport can be impounded or revoked for violation of one or more of the provisions of the Passports Act.

It is an offence to hold more than one valid passport at a time.

A passport expired more than three years ago should be supported by a Sworn Affidavit (Form-D) explaining the circumstances and the reasons for the late renewal.  A Sworn Affidavit is to be signed by the applicant in the presence of Embassy official.

Approximately 20-30 working days are required for issue of passport. However, in some case due to technical reason where some documents are needed to be verified from other authorities it may take more time.

There is no provision for tatkal passport on account of failure to renew the passport within the prescribed time frame. All are requested to check the validity of their passports before planning any travel and should apply for the renewal of passport well within the time limit.

All applications are to be signed in the presence of official at the Embassy and signature should match with signature in old passport.

In case of change in signature, a sworn affidavit should be submitted along with application.

Short Validity Passport is for specific purpose and would be issued depending on merits of the case. It is neither a substitute to regular passport nor to tatkal passport scheme.

All fees are to be paid in cash (Israeli Shekels only) at the Embassy counter at the time of submission of application.  Applicant must ensure that they get proper receipt for the payment made. Fees once paid will not be refunded, even if the application is withdrawn / the service refused / for whatsoever reasons.

After acquiring foreign nationality, the Indian passport can be used for travel for three months only from the day of acquiring the foreign nationality. The grace period is only for such cases where foreign citizenship has been acquired but a foreign passport is not available to the person. It is reiterated that travelling on Indian passport after acquiring foreign nationally is illegal.

The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian Passport / acquiring Indian Passport / travelling on Indian passport after acquisition of foreign nationality is an offence under the Indian Passport Act, 1967, and attracts penalties.

Under the Indian law, Persons of Indian Origin who have acquired foreign nationality are required to renounce their citizenship and surrender Indian passports to the nearest Indian Mission / Post immediately after acquisition of foreign nationality.

A. Renewal / Reissue of passport

An application for reissue of passport can be submitted anytime within one year before the expiry of the validity or after the expiry of the validity.  However, if the passport is expired for more than three years, the applicant should submit a Sworn Affidavit explaining the circumstances and the reasons for the late renewal.

  5. Original and photo copy of Valid Israeli visa and in its absence, residency proof status from the Ministry of Interior.
  6. Supporting document in case of change of personal particulars.
  7. Form-A(e-forms. May be filled on computer only. Handwritten forms would not be accepted)
  8. If passport expired more than three years before, enclose Form-D(e-form. May be filled on computer only. Handwritten forms would not be accepted)

 B. Duplicate Passport in lieu of Lost/Damaged Passport

Requirements

  2. Personal presence of the applicant is required.
  3. Form-A(e-forms. May be filled on computer only. Handwritten forms would not be accepted)
  4. Police Report for loss of passport from Israel National Police. Police Report not required in case of damaged passport
  5. Six recent passport-size photographs of 5 X 5 cms with white background. 
  6. Original and photo copy of Valid Israeli visa and in its absence, residency proof status from the Ministry of Interior.
  7. Photocopy of old passport, if available (self-attested).

C. Renewal / Reissue of Passport of Minor (Up to 18 years of age)

Minors aged up to 15 years are issued only five years validity passports.  Minors between the age of 15 and 18 have the option to apply either for a five year validity passport or for a full validity passport of ten years by payment of fees as applicable for issue of passports to persons above 18 years of age.

  3. Presence of both mother and father or either of them with the passport of the other at the time of submission of application. 
  4. Affidavit as per  Annexure G duly attested by a Notary public in case of single parent or the other parent not available for reasons mentioned in para II of the Annexure.
  5. Affidavit as per Annexure Hduly attested by Notary public.
  6. Form-A(e-forms. May be filled on computer only. Handwritten forms would not be accepted)
  7. Original Passport & photocopy of Passport (first two and last two pages)
  8. Original Passport & photocopy of Passport (first two and last two pages) of parent(s).
  9. Original and photocopy of valid Israeli visa of applicant and parent(s).

D. Change of Name / Personal particulars including adding/deleting spouse name

Category 1: Change of Name

  1. A woman applying for change of name/surname due to marriage
  2. Divorcee / Widow applying for change of name or for deletion of spouse’s name
  3. Married applicants applying for incorporation of the spouse name
  4. Re-married applicants applying for change of name/spouse’s name

Category 2: All other cases not covered in Category 1 including change/addition of surname and married woman wishing to revert to maiden name when not divorced or widowed

Category 3: To change personal particulars like change of address, appearance, place of birth, date of birth

E. Registration of Birth & Passport for New Born

Birth of every child born in Israel to Indian parent(s) is required to be registered with the Embassy of India in Israel within one year from the date of birth. A Birth Registration Certificate is issued by the Embassy to the child after registering his/her name as an Indian national and a separate Passport is issued to the new born. It is not possible to include child’s name in the passport of mother/father. In case, the registration of the birth could not be done for any reasons, parents of the child have to submit a self-explanatory application stating the reasons for delayed birth registration.

Requirements

  1. Applicants are requested to register the birth of child born abroad under section 4(1) of the Citizenship Act at https://indiancitizenshiponline.nic.in/Home2.aspx?formcode=09and carry a printout of the online filled form.
  2. Applicants are also requested to fill online application form for passport at https://portal3.passportindia.gov.in/Online/index.htmland carry a printout of the filled in application form duly signed by both parents [child’s thumb impression (left thumb for male & right thumb for female) should be affixed in the signature box].
  3. Personal presence of the applicant is required
  4. Affidavit as per Annexure Hduly attested by Notary public.
  5. Presence of both the parents or either of the parent with passports of both the parents at the time of submission of application. 
  6. Affidavit as per  Annexure-Gduly attested by Notary public in case of single parent or the other parent not available for reasons mentioned in para II of the Annexure.
  7. Original Passport & photocopy of Passport (first two and last two pages) of parent(s).
  8. Form-A(e-forms. May be filled on computer only. Handwritten forms would not be accepted)
  9. Original and photo copy of valid Israeli visa of parent(s).
  10. Six recent passport-size photographs of 5 X 5 cms with white background. 
  11. Original and Copy of Birth Registration Certificate issued of Israel Ministry of Interior.
  12. Original and photocopy of Marriage Certificate of Parents
  13. In case one of the parent happens to be a foreign national, a certificate from the Embassy / Consulate of the foreign country stating that the child has not been registered as their citizen and not been issued any passport, may also be submitted OR an affidavit stating that the Child has not acquired foreign nationality/passport duly signed by parent(s) and attested by a Notary public.

F. Emergency Certificate

Indian nationals on Visit Visa whose passport is lost/damaged/expired/visa pages exhausted are issued Emergency Certificate (EC) for their one-way travel to India. It is not substitute to regular passport or to the tatkal scheme against lost/damaged passport. EC is issued at the sole discretion of the Embassy depending on merits of the case.

Emergency Certificate is intended for one way travel to India only and results in cancellation of existing passport of the holder.  On arrival in India, he/she will have to contact the concerned Passport Issuing Authority in India for issue of new passport.

Requirements

  3. Copy of visa page/ Pre-Arrival Registration form, if available.
  4. Copy of Passport and Original Passport, if available.
  5. Four recent passport size photographs of 4 x 3.5 cms with white background.
  6. Police Report for loss of passport from Israel National Police.

G. Short validity Passport

Only those individuals who are resident of countries other than Israel and are on short visit to Israel, and have lost/damaged their passport can apply for short validity passport (SVP). It is not substitute to the regular passport or to the tatkal scheme against lost/damaged passport. SVP is issued at the sole discretion of the Embassy based on merit of the case.
